An American father recently produced an iPhone case that projects pepper spray, and the news that follows suggests there's a need for such an accessory on the market.
The Federal Communications Commission (FCC) says 40 per cent of robberies in large American cities are related to mobile phones and US and Mexican network regulators have vowed to clamp down on the crime.
It's believed that the stolen devices are being resold across the border in Mexico and other Latin American markets, which is why the partnership has come about. Robbery information will be stored in an international stolen device database that will inhibit devices from being reactivated when fleeing the States.
Julius Genachowski, chairman, FCC, said: "Today's announcement cracks down on the growing trend of stolen mobile devices. US and Mexican collaboration to block reactivation of stolen mobile devices in both countries sends a clear message to thieves and criminal gangs: this is a crime that does not pay."
The FCC and Mexico's Secretariat of Communications and Transport (SCT) will complete a report twice a year, detailing all associated info and data for operator commitments and so on, which will be made available online for the public.
In other theft-related news, one man was hunted in the UK for nabbing 252 iPhone 5s from an O2 store, whileiPhones occupy 28 per cent of stolen phones every year.

No, I don't want to read your duty-free magazine, I've got Harry Potter on my iPhone.
A report from IMS Research suggests the appeal of in-flight movies is waning, with 50 per cent of American electronics users operating their devices while travelling on planes.
Of that group, usage accounts for 40 per cent of flight time on journeys that last at least an hour, though eight per cent admit to spending a whopping 80 per cent on at least one of their devices.
Some airlines have started to offer wi-fi on flights, though it's said to make little difference to the amount of media that users are gobbling on their phones, tablets etc. However, 30 per cent of respondents abstained from using personal electronic gizmos at all.
Rose Yin, market analyst at IMS Research, said: "Although not all passengers use inflight wi-fi, it is clear that many still brought along and made use of their electronic devices to help pass time onboard.
"We also found that regardless of whether inflight wi-fi is offered or not, the amount of time spent on these devices varies little; as passengers can just prepare enough offline content prior to boarding to help entertainment themselves later on."
In other news, Hollywood actor Alec Baldwin was thrown off a plane for playing Words With Friends on his phone.

Apple’s stock price has fallen by around a quarter of their value – the first such decline since 2003.
According to Forbes, the falling share prices has been spurred by investors selling shares after becoming spooked by supply chain issues. However, others say that the issue is arising from the possibility of new capital gains and dividend taxes due to be enacted in the US next year.
Whatever the reason, Apple has seen is stock prices fall by as much as a quarter of their value from a high point in September.
The strong decline suggests that the issues are due to taxation. Some analysts have theorised that although some investors are selling, most buyers aren’t buying – instead they are waiting to see how the negotiations in Washington pan out before purchasing.

The FBI has arrested one member of the gang that stole 3,600 iPad Mini’s from JFK Airport last week.
According to Fortune, suspicions were raised when it was reported that Renel Rene Richardson, an employee at the airport, had been making an inordinate number of inquiries among co-workers about the shipment before it was stolen.
He allegedly acted as a lookout as two accomplices used the airports forklift trucks to load two pallets of the devices on to a waiting truck.
Police are still looking for the truck and the other two members of the gang.
Apparently a large number of brand new iPad Mini’s have appeared on sites such as Craigslist since the heist.

Google likes to stealthily roll out Google Play Store updates for Android users on a frequent basis, whether it's to add new sections or to encourage a little more impulse shopping. We'd put a brand new revision in that last camp. The 3.10.9 tweak no longer just leaves us lingering at an app's page during an installation: start the process and the store offers suggestions based on fellow adopters' habits as well as a shortcut back to the main portal. Language mismatches in the store could also be a thing of the past with an option to translate descriptions into the device owner's native tongue. Along with a quicker way to add Google+ friends and get better app recommendations, Google's refresh is clearly built to remove those last points of hesitation before trying something new; if the app drawer is looking a little bare, hit the source link (or wait for an automatic update) to fill up.

The launch of Android 4.2 brought a welcome smattering of extra features to the mobile world, but a recently discovered bug omits something slightly important: namely, the month of December. Dive into the People app on any device using the new OS, and the last 31 days of the year will be unavailable for contacts' anniversaries and similar special occasions. Google is aware of the flaw, although it hasn't yet said when it will have a fix in place. We've reached out to get a more definitive timetable for a solution beyond just what's implied by the Gregorian calendar. In the meantime, don't lean too heavily on that smartphone to remember an imminent birthday; people born in December are stiffed out of enough presents as it is.

Those looking for the light at the end of the legal tunnel may want to take a seat: Apple and Samsung'songoing patent war just got a bit more crowded. Both sides are fighting to add hardware to their respective patent claims. The U.S. District Court in San Jose is approving these additions too, adding theiPhone 5 to Samsung's claims and approving the Apple's updated complaint to include the Galaxy Note and Galaxy S III. More devices could be added, too -- Judge Paul Grewal specifically warned Apple to "think twice" before opposing future amendments on Samsung's part, which might include the iPad mini and 4th generation slate. For better or for worse, never-ending litigation and sticky sales injunctionsseem to becoming an unfortunate mainstay of the modern product cycle. We'll let you know when the ongoing battle poses a threat to your upgrade plans.

Sony Mobile's sales chief, Dennis van Schie, has gone on the record with a pledge that just about crosses the line from marketing to manifesto. Speaking to the Financial Times Deutschland, he said Sony "will create, in the near future, a flagship model that can compete with Apple's iPhone and Samsung's Galaxy S III." Such a claim doesn't sound like a ringing endorsement of the manufacturer's existing top-end offering, the fast yet flawed Xperia TL, but it does raise our hopes for CES, since FTD reports that the superphone in question will be presented in early 2013 at both the Las Vegas show and Mobile World Congress. On a related note, van Schie also promised that Sony's chaotic array of online storefronts would become better integrated by the end of 2013, with every user being able to use a single ID across all their devices to access content -- something that sounds simple, but evidently isn't.

You have to admit -- there's something extra special about receiving tablets. Perhaps it's their sleek and portable designs, or maybe it's because they're best for watching movies and playing games rather than pounding out important memos on a deadline. Their rep as entertainment devices is already changing, though: we've seen slates with pen input and bundled keyboard docks burst onto the market this year, and Windows 8 is only boosting that corporate-friendly image. Wherever you fall on the work / play spectrum, we've got some great slate choices for you. Hop past the break to dive in.
On the cheap
Apple iPad mini
Following years of rumors, the mini is finally here. Does it live up to the enormous hype? Yes -- and it manages to surprise in some ways, too, with a unique anodized aluminum backing, impressive battery life and performance that trounces earlier-generation iPads. The $329 price is a notch higher than the competition, but you get what you pay for. In this case, that's superior build quality and access to the tablet-friendly App Store.
Key specs: 7.9-inch (1,024 x 768) display, dual-core A5 processor, 16GB of internal memory, 512MB of RAM, weighs 0.68 pounds, rated for up to 10 hours of battery life.
Price: $329 from Apple
You might also like...
Nexus 10
The big brother to the Nexus 7 impresses with a stunning 2,560 x 1,600 display, great gaming chops and strong audio quality. The downside is middling battery life: we're talking about seven and a half hours when the competition delivers 10-plus.
Price: $399 from Google
Acer Iconia Tab A110
Looking for a slate that offers Jelly Bean and a lightweight design on a budget? The 7-inch A110 delivers, and it runs a 1.2GHz Tegra 3 processor, to boot.
Price: $230 on Amazon
Mid-range
Apple iPad 4
The mini may be stealing some of the new 9.7-inch iPad's thunder, but the smaller slate can't hold a candle to this device's super-fast performance -- thanks to the A6X chip under the hood – and the stellar 2,048 x 1,536 display. Like its 7-inch sibling, the fourth-gen iPad has the new Lightning connector, which makes it incompatible with older docks and accessories. If you have the money to burn, though, this is one worthy step up.
Key specs: 9.7-inch (2,048 x 1,536) IPS display, dual-core A6X processor, 1GB of RAM, 16GB internal storage, weighs 1.44 pounds, rated for up to 10 hours of battery life.
Price: $499 from Apple
You might also like...
Samsung Galaxy Note 10.1
Famous for its S Pen, the Note 10.1 is both a costly sketchpad and a capable Android tablet. Its plastic design isn't the most premium, and the price tag should be a good $100 lower, but features like pen input and multi-screen view are nifty and useful.
Price: $499 on Amazon
Dell XPS 10
The XPS 10 is one of several productivity-minded Windows RT slates available, targeting the business set with security features such as TPM plus integration with corporate IT departments. There's an optional keyboard dock, which ups the ante with two USB ports, HDMI and longer battery life.
Price: $500 from Dell
Money is no object
Microsoft Surface with Windows RT
Redmond's slate boasts a business-friendly pedigree, with the sold-separately (but mandatory, as far as we're concerned) Touch Cover providing the productivity chops with a comfortable set of keys. The 10.6-inch slate is also impeccably built, and the cool matte surface feels great in the hand. That said, those who favor apps and entertainment over getting work done on the go will want to stick to the Android or Apple ecosystems, which offer larger content selections.
Key specs: 10.6-inch (1,366 x 768) display, quad-core NVIDIA Tegra T30 processor, 32GB internal memory, 2GB RAM, weighs 1.49 pounds, rated for up to eight hours of battery life.
Price: $599 (with Touch Cover) from Microsoft
You might also like...
Lenovo IdeaPad Yoga 11
The ARM-powered Yoga 11 takes the cake for most unique form factor: as its name implies, it sports a flip-and-fold design that lets it transform from a notebook into a slate and vice versa. In addition to that versatility, you get Lenovo's keyboard know-how and a Tegra 3 processor.
Price: From $799 starting in December
ASUS VivoTab RT
This device features the thin-and-light design and long battery life we loved from ASUS' Android-based Transformer tablets, and the optional keyboard dock provides a decent (though slightly cramped) physical keyboard and touchpad.
Price: $549 on Amazon

We've already seen what makes the Nexus 7 tick, and the folks at PowerBook Medic have now done the teardown honors with its larger counterpart, the Nexus 10. Expectedly, there aren't many major surprises to be found, but the site did note the "complete ease" of taking the tablet apart, with no glue or other impediments getting in the way. It's also confirmed that this is very much a Samsung-made tablet, with the company not only putting it together, but manufacturing everything from the processor to the flash memory to the battery. You can find the full rundown at the link below.

According to a court filing obtained by Bloomberg, Apple and Google are considering arbitration in their legal battle over mobile technology patents. Both companies are trading proposals on a licensing agreement over essential smartphone patents. The possibility has sprung out of the ongoing dispute (Apple Inc. v. Motorola Mobility Inc., 11cv178, U.S. District Court for the Western District of Wisconsin) between Apple and Google subsidiary Motorola Mobility.
“Apple is also interested in resolving its dispute with Motorola completely and agrees that arbitration may be the best vehicle to resolve the parties' dispute,” Apple said in the filing.
“We have long sought a path to resolving patent issues and we welcome the chance to build on the constructive dialogue between our companies,” Google General Counsel Kent Walker said in a filed letter to Apple. “While we prefer to seek a framework for a global (rather than piecemeal) resolution that addresses all of our patent disputes, we are committed to reaching agreement on a license for our respective standard-essential patents.”
“Apple's goal has always been to find a mutual and transparent process to resolve this dispute on terms that are fair, reasonable and non-discriminatory without the threat or taint of exclusionary remedies,” Apple General Counsel Bruce Sewell said in a letter to Google.
An agreement could end Apple's lawsuits against other Android hardware vendors. Apple and Android vendor HTC recently reached a 10-year patent licensing agreement.

An interactive Pokemon encyclopaedia called Pokemon Zukan has been launched on the Japanese Apple App Store.
It’s the second Pokemon-themed release on Apple’s portal following the arrival of Pokemon Say Tap last year. This new title, however, is the first paid-for Nintendo iOS app, though purists will argue that it’s a Pokemon Company production which if of course a Nintendo subsidiary.
The app offers a visual guide to 650 different Pokemon characters and is only available in Japan.
The kicker for Nintendo loyalists may be the price, however. The app costs just ¥170 (around £1.30). That compare that the 3DS’ downloadable Pokedex 3D Pro, which cost £13.49.
However, the pill will be easier to swallow when gamers realise that the initial purchase only grants access to 150 Pokemon. The rest are available in four different ¥500 (£3.90) downloads.

The mobile gaming boom continues unabated. A recent survey for PopCap found that 125 million people were playing games on handheld devices across the UK and US. SuperData Research says the mobile gaming market will be worth £4.8 billion by 2015 – almost three times today’s value. There is no shortage of good news. There are more players, more revenues at stake, widening demographics, and more opportunities for play than ever before. The explosion of mobile and tablet devices means gaming has gone from being a living room pursuit to something people do everywhere.

Last year, Hong Kong residents were finding it hard to get their hands on the latest Apple iGadget even though supply was plentiful. An investigation revealed that most of the iPhones and iPads that made it into HK were being smuggled sans import duties into mainland China—where the devices were yet to be released—by housewives who were paid around USD 6 per smuggled gadget. Earlier this week, 25 of the suspected smugglers went on trial in Shenzhen city."

Pokémon app is console giant's first paid-for title on iOS
Nintendo subsidiary The Pokémon Company has released a Pokédex app on the iOS App Store in Japan.
The title marks Nintendo’s first foray into paid-for apps on the App Store, and comes after The Pokemon Company released free Creatures Inc-developed mobile game Pokemon Say Tap? in July last year, which is also available on Android.
The latest app, also created by Creatures Inc, currently costs ¥170, and also features in-app purchases enabling users to expand and complete their Pokédex. It is compatible with the iPhone, iPod Touch and iPad.
The title allows users to search hundreds of Pokémon from the popular series, with information and images available on each entry. The Pokédex’s App Store page also appears to suggest there are small videos that can be played, as well as sounds for each pokémon.
Whilst not a traditional game, the release could mark a big shift in Nintendo’s development strategy, having previously been reticent to make titles for platforms other than its own. It should be noted however that any success will likely not result in the release of games based on Nintendo's other major franchises in the near future.
