Ouya CEO Julie Uhrman has announced an overhaul to the company's troubled Free The Games funding initiative, admitting that the initial idea was plagued by "too many loopholes."
Those "loopholes" were suspected to have been exploited by several projects, using spurious donations to game Ouya's fund-matching promises. Some of those projects, like Dungeons: the Eye of Draconus, have now been withdrawn from the program at either Ouya or their creator's request.
Initially Uhrman defended the program, but has now admitted that the first draft left the door open to exploitation. However, she still stands by the ethos of the fund and says that the company will continue to refine the rules until they find a model which works.
"The program isn't working," Uhrman admitted in a video update. "Regardless of my best intentions, there are just too many loopholes."
To close those loopholes, Uhrman has instigated a number of changes. Projects now need only raise $10,000 to qualify instead of the previous total of $50,000, but each $10,000 raised must come from at least 100 backers, preventing the pattern of suspiciously large donations seen in the cancelled projects.
"The intent is for the community to want your game, not a small number of well-resourced supporters," Uhrman continued. "We felt we needed to look at the minimum number of backers to make sure it is in line with the spirit of our program.
"You need to play by the spirit of the fund as much as the rules. We can't account for every loophole. So, if we, or our community, feel you are gaming the system, we will review your project (and consult with our developer friends for their advice) and determine whether to fund it or not."
Part of the terms and conditions for the funding now include a requirement to "play by the spirit of the fund as well as the rules." What exactly that spirit consists of or how closely it will be enforced remains to be seen.

Potential Ouya game Dungeons the Eye of Draconus has been unceremoniously booted from Ouyaâs Free The Games Fund program following suspicious activity on Kickstarter.
The move can be interpreted as Ouya finally responding tothe increasing criticism it has endured for its lackadaisical stance toward what appear to be some very funny goings on.
Eye of Draconus had, before its Kickstarter campaign was suspended, received funding of $54,000 from just 180 people â that works out as an average pledge of $300 each.
The gameâs developer William McDonald, however, has reacted angrily to the decision, even going as far as to attack rival game Gridiron Thunder which is seemingly still on the way to the Android console.
âWell apparently Ouya has decided to change the rules on us,â he wrote in a Kickstarter update. âThe timing aligns with winning back of some devs that threatened to pull their games through conversations on Twitter.
âIt appears we were thrown under the FTG bus. Ouya gets their fall guy and Grid Iron keeps their money. So while a bunch of ex-EA employees with rich friends can apparently receive $171,000 in match funds for a game they, allegedly, already finished a person whose father was willing to make a large sacrifice so his son's team could qualify for the fund and actually develop their game properly is disallowed.
âThere have been many articles written about us and forums debating us the past week. Misinformation ran wild, climaxing not in an investigation on the part of Ouya, but in our de-listing from their fund without explanation or even the decency of a notification.
âWithout Ouya match funds and only $4,055 in donations from our crowd source backers, the cost of swag, taxes and fees would cause us to have a net loss of approximately $11,000.
âFurther, being essentially told Ouya doesn't want us, makes us not want Ouya. Sadly, we were early adopters. We got our Ouya on launch day and had been one of its strongest supporters. We have no plans to develop for Ouya further.â

The controversial Free the Games Fund program from Ouya has undergone an overhaul in response to fierce criticism from the development community.
Boss Julie Uhrman said in a video you can see below that the company got it wrong and has implemented many changes in response to the feedback it has received.
âI wanted to let you know that we do hear you,â she said. âWe hear you loud and clear, that the program isnât working. Regardless of my best intentions, thereâs just too many loopholes.
âBut sometimes you have to put a project out there to get that feedback to make it better and then you have to be courageous enough to say youâve made a mistake and that youâre gonna change it. So Iâm here today to tell you that weâre gonna change it. Weâre going to make Free the Games work better for you and weâre going to change it based on the feedback youâve given us.
âThe program wasnât perfect and weâre fixing it and if itâs still not perfect then tell us and weâll fix it again.â
Uhrman also revealed that Gridiron Thunder developer MotoTXT has withdrawn its game from the program.
âThey called us and they let us know that theyâre pulling themselves from the campaign, that they raised enough money from Kickstarter to launch it on their own,â Uhrman added. âThey want that money to go to you, the developer, to bring your game to Kickstarter. And I just want to say that I think thatâs amazing. They didnât have to do that and I think thatâs incredibly awesome of them.â
The video, as well as Uhrmanâs obvious sincerity and willingness to front up to the companyâs misjudgement, seems to have already gone some way to building some of the bridges that have been burnt, with devs such as Mike Bithell and Sophie Houlden already cooling their previously hostile stance toward the company.
Here are the Free the Games Fund changes in full:
Project Minimum: $10k (We heard you that $50k is too high. We wanted to make sure your games get made, so we lowered the goal. And, we know first-hand, that great games can be made for $20k or sometimes less.)
Match Amount: 100% of your funding goal to a maximum of $250,000. (Meaning we match what you need. If you receive more than you asked for from your backers, GREAT, but this should be a measurement of community interest, not a push for more funding.)
Minimum # of Backers: The intent is for the community to want your game, not a small number of well-resourced supporters. We felt we needed to look at the minimum number of backers to make sure it is in line with the spirit of our program. So, for every $10,000 raised on Kickstarter, you have to have a minimum of 100 backers.
Exclusivity: 1 month for every $10k funded by OUYA up to 6 months. So, if you set a goal for $20k and you meet your goal, your game would be exclusive for 2 months. If your goal is for $70k, and you meet your goal, your game will be exclusive for 6 months. Lastly, we think itâs OK if you develop a PC version of your game. We want your game on the TV, but we also want your audience to grow. So, if you want to build a PC version at the same time, go for it.
Timing: 50% of the funding provided to you at functioning beta (You know, to make sure itâs a real project. Bawb canât wait to play!
25% at launch on OUYA (You go live, you get rewarded!)
25% at end of exclusivity period (Congrats!)
Bonus: Gone. (Again, you suggested this, and we agree it just didnât feel right. We think this will support the nature of the fundâto make great games.) Weâre going to use this money to fund games the old fashioned wayâworking with you one-on-one.
Fine Print: Itâs no longer just fine print to us. You need to play by the spirit of the fund as much as the rules. We canât account for every loophole. So, if we, or our community, feel you are gaming the system, we will review your project (and consult with our developer friends for their advice) and determine whether to fund it or not.

Ars Technica has posted a pretty thorough review of iOS 7, which brings a few radical changes to at least the visual design of the system. From the article:"In one sense, iOS 7 changes nearly everything about iOS. A couple of wallpapers have made the jump, but otherwise you'd be hard-pressed to find anything in iOS 7 that looks quite like it did in iOS 6. In another sense, iOS 7 is the latest in a string of incremental updates. It adds a few new features and changes some existing ones, but this doesn't radically alter the way that you use the OS from day to day."Breaking with the design trajectory of the last few releases of most of Apple's software, the oft malignedskeumorphism of the interface has been considerably toned down.

"Nvidia has already produced a gaming handheld based on its quad-core Tegra 4 SoC. Today, the company announced plans to build a 7" Tegra Note tablet that uses the same chip. Rather than selling the tablet itself, Nvidia will make the device available through parters like EVGA and PNY. Asking price: $199. That seems a little steep given the Tegra Note's 1280x800 display resolution, which delivers a much lower PPI than the 1080p panel in the latest Nexus 7. But the Tegra Note does have some perks, including front-facing speakers, Micro HDMI output, microSD expansion, and an optional stylus. The tablet also boasts a fancy camera that taps into the Tegra chip's photography engine. Nvidia promises to keep the device updated with the latest versions of Android, too. You can expect to see the Tegra Note for sale worldwide in the next few months."

The popular Cyanogen Mod distribution of the Android Open Source Project dropped a bombshell today: the founding members have formed a corporation (currently with a team of seventeen hackers) to work on the project with the founder of Boost Mobile as the CEO. Quoting the announcement:"You have probably seen the pace of development pick up drastically over the past few months. More devices supported, bigger projects such as CM Account, Privacy Guard, Voice+, a new version of Superuser, and secure messaging. We vastly improved our infrastructure. Weâre doing more bug fixes, creating more features, and improving our communication. We think that the time has come for your mobile device to truly be yours again, and we want to bring that idea to everybody. ... So what does this all mean for the community? The first thing I wanted to do when I realized we were actually doing this, was tell everyone possible. But when starting a company, you have to think about the larger picture. This meant not announcing until the time was right, our house was in order and we would have something to show. I have seen open source projects come and go, some being bought out and closed, others stagnating and falling by the wayside. I donât want to see this happen with CM."

Tesco is expected to reveal its previously rumoured tabletnext Monday (September 23rd), with specs of the device also appearing to have been leaked.
The predications come on the heels of invites to an event next Monday sent out by Tesco. The invite says âWeâve got something to show you. #LetsHudl.â
The Hudl name was trademarked by Tesco in February for use on a tablet device. Said to be designed and priced to compete with Amazonâs Kindle Fire, rumours say that the tablet will cost less than ÂŁ100.
Following the announcement of the event, PC Pro claimed to have been sent a leaked specification of the tablet.
According to the report, the device will be a seven-inch Android-powered device, with an IPS panel and a resolution of 1280x720. Apparently powering the tablet is a 1.6GHz quad-core processor, 1GB of RAM and a quad-core graphics chip. 16GB of storage is said to be onboard, with a MicroSD slot to add storage.
The tablet is claimed to have two cameras â a two-megapixel front-facing camera and a three-megapixel camera on the rear. Connectivity and sensors include GPS, Bluetooth, an accelerometer and a gyroscope.
While Amazonâs Kindle Fire runs on a custom operating system built on Android, Tescoâs tablet is instead rumoured to run on the base Android OS itself.
However, as previously stated in rumours, Tesco will preload the device with apps for Tescoâs services, including music and video streaming service Blinkbox and Clubcard TV, which lets Clubcard customers watch a selection of programmes for free.

Popular headphones and accessories maker Monster has decided to enter the tablet market with two Android devices.
One device, the M7, is already available online via walmat.com for $149. It features a 7-inch HD display, Android 4.1, stereo speakers and it is said to be the only Android tablet to feature Time Correct Bluetooth, which is designed for listening to movies through Bluetooth headphones.
The tablet also comes with a non-skid back surface, which is available in eight different colours. Specs include a 1.6Ghz dual-core processor, 1GB RAM, 16GB embedded memory and a MicroSD card slot.
A 10.1-inch version, called the M10, is also on the way, and like the M7, it is Google-certified for access to the Google Play Store.
Both will be available through distribution channels later this autumn. Check back for more information on an official launch date.

With iOS 7 arriving tomorrow, Apple is extending some love to the owners of older iOS devices that have been left behind. New compatibility features, first spotted on Reddit, will now kick into action if you attempt to download an app that is not supported by your current firmware. Instead, the company now asks if you'd like to install the last compatible version, which, for some apps, can be over a year old. We've successfully installed an older version of Instagram to an iPhone 3GS with iOS 4.3.3 and Twitter to an iPhone 3G running iOS 4.2.1. Although Instagram was "out of date," the last compatible version of Twitter (featured above) was version 4.3.2, and hit the App Store back on August 18th, 2012. If you're feeling nostalgic and you've got an aging iPhone, iPad or iPod touch that could use a bit of exercise, Apple's latest tweak might teach your old device some new tricks.

There's really not much you can do if your family sees your new Galaxy Tab 3.0 as a household tablet. Thankfully, it looks like Android's multi-user support might make its way to both the the 8.0 and the 10.1 variants to give you a bit of privacy -- at least according to a test firmware's screenshot. The feature will likely be included in a future software update, but before you jump on the couch Ă* la Tom Cruise, know that it's not clear when or if it will actually roll out. We'll let you know when we find out -- until then, just accept that everyone will know you've downloaded the MyLittlePony app.

 With the explosion of desktop 3D printers, there seems little doubt that the next big land grab is the world of 3D scanning. Microsoft's Kinect has taken us a few steps closer to mainstreaming the technology, and MakerBot's soon-to-launch Digitizer is no doubt likely to capture the imagination of much of that community. Kickstarter, naturally, is also littered with smaller companies looking for a piece of that action. Among them, Occipital's Structure Sensor certainly has potential.
The company's looking at a lofty $100,000 goal to bring its mobile scanner to market by year's end. The device clips on to a tablet via a bracket, letting you scan objects, create 3D maps of indoor spaces and the like. All said, it's a pretty nice looking bit of hardware. Of course, we can't really vouch for ease of use or effectiveness. If you're willing to take the risk, however, a $349 pledge entitles you to the hardware, an iPad bracket and a Lightning cable.

Evernote's had a presence on BlackBerry 10 since the early days of the OS, but today the cloud-based service is taking things a bit further. As of now, BB10 users can download a native version of Evernote, which offers a more streamlined, intuitive experience than what's currently available via the Evernote integration inside the built-in Remember app. Note-takers will still be able to save and sync stuff, naturally, but they'll be able to do so directly from an Evernote-made app and with a UI that makes it easier to take advantage of what the service has to offer. Pictures have been leaked of the supposed follow up to the Galaxy Gear smartwatch. Facepalm at the ready!
If there is any truth behind this whatsoever, surely we cannot be blamed for saying that Samsung could be jumping the gun a bit.
The Galaxy Gear one has barely touched the shelves, and it is still unclear as to how relevant a gadget the âcompanion deviceâ actually is.
So far feedback has been mixed, but mainly raised eyebrows and comments like âyou do what with your wrist?â
Surely people want interactive, innovative devices that are convenient but are more than an add on to something that is already owned.
The image was leaked on Korean language new site Daum from an unnamed source, saying that the electronics company was actually working on a second-generation Galaxy Gear, for release in early 2014.
So far this is just a rumour, and hopefully Samsung have the savvy to pull on the development reigns until they have heard feedback from fans and users.
However as leaks go, this is more of a drip and not something â weâd imagine - that would get the industry that excited.

Google OS-based device would have landed in late 2014.
While OEMs including Samsung and HTC were all keen to board the Android train for their smartphones over the past few years, Nokia famously looked to Windows Phone as a game-changer in 2011 to help it to leave Symbian in the past.
Of course, the relationship has blossomed significantly as demonstrated by Microsoft acquiring Nokia's mobile business for $7.2 billion earlier this month.
However, before the deal was finalised, Nokia was ready to move over to the Google OS way of thinking.
The Finnish firm had plans to release the devices after late 2014, The New York Times reports, with a team at Nokia powering Lumia handsets with Android.
Suggestions that the little green robot was mentioned in buyout talks have been dismissed, but it's noted Nokia may have thrown Android onto the bargaining table during discussions to make it clear its loyalty didn't belong to Microsoft once their partnership expired at the end of next year.
Nokia and Microsoft declined to comment.
Nokia may not be a top five smartphone OEM, but it is responsible for helping Microsoft's Windows Phone become a top three OS that has overtaken BlackBerry smartphone sales with a 3.3 per cent market share in Q2 2013.
But the question is, what impact will Microsoft's Nokia buy have on the sale of future devices? Watch this space.

Just a fraction over the asking price of the plastic iPhone 5c.
If the fingerprint-scanning feature on the iPhone 5s isn't enough to win you over, bling-loving customisation firm Goldgenie has introduced three designs of varying gaudiness.
The 'exclusive' gold iPhone 5s will come in 24-carat gold, rose gold and platinum options, with other designs sporting Swarovski crystals.
But wait, there's more: The SIM-free handsets will each come with a handmade, cherry oak presentation box.
Goldgenie says pre-order demand for jewel-riddled customisations were in before Apple had even confirmed the new devices, with the 5s expected to pass pre-order demand for Samsung's Galaxy S4.
Devices are priced at between ÂŁ2,137 ($2,820) and ÂŁ3,130.98 ($4144.63).
Who would by one of these costly devices, you ask? The company says demand has come from the Middle East, India and China.
Laban Roomes, CEO, Goldgenie , said: "This has been the most anticipated iPhone ever. We launched our pre-order page on August 28th 2013 and have since had just over 300 orders for various customised finishes, including a real 24 CT. gold piece.
"Apple continue to innovate iPhone performance from a hardware & usability perspective. With features such as Touch ID and enhanced security in iOS 7, we estimate that this will by far eclipse all other gold iPhone sales we have had to date."
